# to̍k NEWS 🗞️ 跨黨派議員將制定台語為台南通行語

今日在台南市議會舉行的「[台南市成做台灣 ê 台語首都](https://www.facebook.com/events/1830769348303334)」記者會，由跨黨派議員、[TOLEC](https://tolec.tw/?ref=taitokchi.com)（台灣官方語言制定會議）、成大台文系、台南台語文化班⋯⋯等團體出席舉辦。議員宣示本會期將組成「族語復振連線」，透過市府和議會推動、針對《[國家語言發展法](https://www.ey.gov.tw/Page/5A8A0CB5B41DA11E/acb034c7-e184-4a39-be3f-381db50a6abe?ref=taitokchi.com)》第12條規定來辦理台語 Tâi-gí 成為台南市的通行語。

期盼台南稱為世界的台語中心。

台灣各族群語言，經歷日本和中華民國兩次「[國語政策](https://hdl.handle.net/11296/d57xp9?ref=taitokchi.com)」的打壓。時間的推移，中文、華語（Chinese、Mandarin）變成了強勢的公共語言及文字。不少公家機關和公眾場合講本土語言、書寫在地文字，仍被視為阻礙溝通的行為。一直到2017年《[原住民族語言發展法](https://law.moj.gov.tw/LawClass/LawAll.aspx?pcode=D0130037&ref=taitokchi.com)》將各南島族語之語言認定為國語。2018年《[客家基本法](https://law.moj.gov.tw/LawClass/LawAll.aspx?pcode=D0140005&ref=taitokchi.com)》將客話 Hak-fa 列為國家語言。2019年實施的《[國家語言發展法](https://law.moj.gov.tw/LawClass/LawAll.aspx?pcode=H0170143&ref=taitokchi.com)》第三條規定：「本法所稱國家語言，指臺灣各固有族群使用之自然語言及臺灣手語。」才開始有改善的機會。

前陣子台北市議會、新北市議會都相繼成立「[台語復振連線](https://www.facebook.com/61569981747473/posts/%E6%96%B0%E5%8C%97%E5%B8%82%E6%88%90%E7%AB%8B%E5%85%A8%E5%9C%8B%E7%AC%AC%E4%BA%8C%E4%B8%AA%E5%8F%B0%E8%AA%9E%E5%BE%A9%E8%88%88%E8%AD%B0%E5%93%A1%E8%81%AF%E7%9B%9F%E5%9B%89/122166512312666058/)」，透過實際的法令來推動語言政策。代表語言認同感和資源分配都將開始動起來，但仍須觀察未來的動態走向。儘管各族群語言都已被法律認定是「[國家語言](https://zh.wikipedia.org/zh-tw/%E5%9C%8B%E5%AE%B6%E8%AA%9E%E8%A8%80%E7%99%BC%E5%B1%95%E6%B3%95?ref=taitokchi.com)」或「國語」，但實際上能否在城市、鄉村將母語說出口、文字看得懂，那才是重要的改革之一。
