# to̍k NEWS 🗞️ 城中城大火5年後的鹽埕埔

台灣各地存在許多老舊大樓，高齡化社會讓不少獨居長者居住在不安全的環境。像是三重埔的天台廣場、中壢財神大樓、彰化喬友大樓這樣的住商混合大樓，成為都市隱憂。2021年10月14日發生的城中城大火五年後，中山大學與社福團體調查、訪問北鹽埕地區，思考如何建置超高齡社區救護機制。

大火之後，不少研究與專文追問「誰住城中城」。

鹽埕區曾經是高雄市政府所在地，1967年人口飆升至巔峰約66,703人。飲食、文化、歷史，造就了這個[曾經是高雄市人口最多的行政區](https://www.setn.com/news/730363?ref=taitokchi.com)，甚至還有代表歌曲〈[塩埕區長](https://opinion.cw.com.tw/blog/profile/561/article/16677?ref=taitokchi.com)〉。不過隨著市中心轉移、人口流失，繁華不再。近年來高雄積極發展高雄港沿岸地區（鹽埕南邊），北邊的鹽埕卻仍然保留舊市區的模樣。《[報導者](https://www.twreporter.org/a/kaohsiung-cheng-zhong-cheng-building-fire-aftermath-north-yancheng?ref=taitokchi.com)》的文章便如此下標「觀光人潮來了，為何沒帶動北鹽埕人口成長？」然而也因為這樣的南、北風景不同，有著「買賣其次，交陪才是重點：老厝邊，成了老來伴」的特色。這篇文章重點放在城中城大火後，高齡者租屋的問題以及安全照護機制。

城中城大樓原址，現已闢建為府北公園。

對月領八千的津貼的長者，七千元的社宅房租負擔過大，沒選擇的人只好住進3,000元的雅房。環境和照護皆帶來許多問題和風險，勢必將帶來城市安全的隱憂。政府應當補強社會網絡、不能僅靠民間自助。
